Chapter 8 or NRSWA? Which Traffic Management Training Does My Team Need?

Published 2026-10-04

It is the question we are asked most, and buyers often get sold the wrong course. Here is the short answer, then the detail.

Short answer: if your team digs in the highway for a utility or under the New Roads and Street Works Act, they need NRSWA units and an SWQR card. If they set out temporary traffic management for events, estates, councils or maintenance work, they need Chapter 8. Many teams need both.

Side by side

Chapter 8 NRSWA
Based on Chapter 8 of the Traffic Signs Manual The New Roads and Street Works Act 1991 and the Red Book
Covers Designing and setting out temporary traffic management: closures, diversions, lane closures, stop-go Street works: signing, lighting and guarding, excavation, reinstatement, supervision
Proof NCFE-accredited certificate (with us) Units recorded on the Street Works Qualifications Register and shown on the SWQR card
Typical buyers Councils, event organisers, grounds and estates teams, contractors Utilities and their contractors, highways teams
Length 1 day on site, or 1 day live online 1 day for signing and guarding; 4 days for the novice course; 2 days to refresh

When you need both

We can combine Chapter 8 and NRSWA into one visit, so people are only away from work once.
